Custom Client Side Business Service Is Not Working In Workflow Using BS Simulator

Symptoms
On : 18.12 version, Siebel Workflow
created a Custom Business Service, invoking vanilla methods. when tried to call the BS through WF, We are getting below error.
Unable to create the Business Service 'ReleaseRunTime'(SBL-DAT-00227)--No records exist for the current query.(SBL-DAT-00468)

STEPS

The issue can be reproduced at will with the following steps:
1. create a workspace , create one custom BS and export same as xml
2. create another workspace create a workflow , add BS step with same BS , delivered to main
3. Goto Admin - BS - > import BS in client side
3. goto Admin - Business Service - Simulator -> simulate workflow
