HandShake Failure Between OSES and Siebel With HTTPS (Doc ID 2625341.1)

Symptoms

When try to connect from Siebel to OSES , it fails with the following error 

FaultString [Failed to reeive message javax.net.ssl.SSLHandshakeException: [Security:090497]HANDSHAKE_FAILURE alert received from xxx.yyy.com - xx.xx.xx.xxx. Check both sides of the SSL configuration for mismatches in supported ciphers, supported protocol versions, trusted CAs, and hostname verification settings.
