Symptoms

During an Incremental Repository Migration (IRR) Repository Export the following SQL error occurred "ORA-01843: not a valid month"

2020-01-02 19:32:57 SQL Statement:
SELECT COUNT(*) FROM SIEBEL.S_DOCK_OBJECT TBL1
WHERE TBL1.REPOSITORY_ID = '3-VXU-1' AND
TBL1.DB_LAST_UPD BETWEEN TO_DATE('12/31/2019 01:49:13','YYYY-MM-DD HH24:MI:SS') AND TO_DATE('2020-01-02 08:32:57','YYYY-MM-DD HH24:MI:SS')
