Siebel Migration Application(SMA) or Siebel Application Object Manager(AOM) Login Error: Server Returned 500 Internal Server OR Server Busy Error

Symptoms
When logging in to Siebel Migration application(SMA) shows "Server returned 500 Internal Server" Error.
OR
When logging in to Siebel Application Object manager(AOM) shows "Server Busy Error".
In case of SMA issue, the AI/Applicationcontainer_external/logs/Migration.log shows :

In case of Application login Issue, ses/siebsrvr/log/SCCObjMgr*.log shows:
GenericLog GenericError 1 0000001861846287:0 2021-11-04 19:28:04 (secmgr.cpp (2927) err=4597527 sys=0) SBL-SEC-10007: The username or password entered is not correct. Enter the username and password again.

The issue can be reproduced as follows:
In case of SMA Login issue :
1. Created Migration profile and deployed the migration profile successfully.
2. When try to login to Siebel migration application, it fails with error "Server returned 500 Internal Server error. Contact System Administrator or server busy error"
In case of Siebel application login issue
1. Created AI profile and deployed AI profile successfully
2. When logging in to Siebel application, it fails with error "Server Busy"
