Junk Characters Displayed After Downloading HTML File Under Attachments (Doc ID 2634758.1)

Symptoms

When customer download an HTML attachment file for some reason it show some junk characters displayed.

 

Steps to reproduce the issue:

1) Configure DISA for Inline Attachment functionality

2)Open Siebel application and  go to any Attachment applet

3) Add a HTML file

4) Try to edit the file

5) Notice that a new pop-up window appears with the content of the HTML file, but the content is  corrupted and one can see only junk characters.
