Application server fails to start with error SBL-ESC-00006 and SBL-SRM-00016 after changing the database (Doc ID 2635116.1)

On : 15.9 [IP2015] version, Installation

After pointing application to different database, the server does not start, all components fail with below error:


The issue can be reproduced at will with the following steps:
1. Point application to new database
2. Start Siebel services
