Bookmark URL Not Working after Upgrade to Siebel 19.4

Symptoms
The issue can be reproduced at will with the following steps:
1. Navigate to Site Map > Administration - Communications > All Templates
2. Create an Email template in which to check the flag for bookmark
3. Do an Email Outbound Request
4. Notice that the email received contain a bookmark in which "start.swe" string is included. The link is like this: https://xxxxxx/siebel/app/service/enu/start.swe?SWECmd=GotoView&SWEView=xxxxx
5. When using the above URL, it results in an error of: Application: enu_start.swe not configured in the Deployed Profile.
Note: If I just remove the “/start.swe” from the URL, it works successfully.
