When Applying Solution Indicate On Doc ID 2368349.1 Delivering Workspace Fails For the Workflow With Multiple Versions

When attempting to deliver a Dev workspace to MAIN as part of the fix indicated on Document ID 2368349.1, the deliver fails after rename and inactive in Tools 19.4 or just inactive in Tools 20.1 with error:
The issue can be reproduced at will with the following steps:
1. Login to Siebel Tools
2. Create a Dev workspace under a Integration workspace to apply the fix indicated on Document ID 2368349.1 when there are multiple version of the same workflow on the workspace.
3. Modify the workflow accordingly with Document ID 2368349.1, prior to 19.7 rename and inactive the duplicates, for 19.7 and higher inactive.
4. Checkpoint, Submit for Deliver and Deliver Dev workspace to fix the corruption the Repository that has multiple version of the same workflow.
