Symptoms

Unable to deliver integration workspace to MAIN due to error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start Siebel Tools > Open the corresponding INT workspace in Workspace Explorer.
2. Select Workspace -> Submit for delivery
3. Select Workspace -> Deliver -> put some comments in the popup window and press Ok
4. Delivery started from the WS, for example version 21 to MAIN version 9
5. This results on failure of the delivery process with error:
