Siebel Server Service Failed to Start with Error "Cannot confirm start of service process" (Doc ID 2662999.1)

Symptoms

Siebel server is stopped to replace SRF, while trying to start it fails with error "Cannot confirm start of service process"

Tried to clean osdf* from $siebsrvr/sys & recreate service but no luck. It generated core of size 200MB.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop siebel server
2. Replace SRF
3. clean osdf* in $siebsrvr/sys

4. start siebel server, it fails with error
