20.4 Siebel Migration Application Failing during Prepare Package Step [ ERROR: Siebel File System path is empty ] (Doc ID 2664117.1)

Symptoms

On : 20.3 version, System Admin

Siebel Migration Error

1. While testing Siebel 20+ and its futures - migaration.
2. When tested Siebel 20.3 - all be fine, migration's are worked.
3. But, when applied patchset PS 20.4 on top of 20.3 PS - migration is broken on preparePackage step.
4. File system folder is shared. The permissions given for everyone.
