IP2017 : Siebel Services Are Taking Time To Startup And Srvrmgr Taking Time To Connect (Doc ID 2664657.1)

Symptoms

On : 19.7 version, System Admin

ACTUAL BEHAVIOR
---------------
Siebel services are taking time to startup and srvrmgr taking time to connect


Individual Siebel services are getting delayed while starting the services and its taking more than 20 - 25 mins to comp up the all the process, but except siebel server which is running on gateway server machine. Server manager also taking to connect the server.

Few lines from ses container log files shows slow communication:

INFO [main] org.apache.catalina.startup.Catalina.start Server startup in 26535 ms
INFO [main] org.apache.catalina.startup.Catalina.start Server startup in 10121 ms
INFO [main] org.apache.catalina.startup.Catalina.start Server startup in 11201 ms
INFO [main] org.apache.catalina.startup.Catalina.start Server startup in 10295 ms
