Launching Tools Gives "Internal Error Has Occurred Within The Authentication Subsystem" (Doc ID 2674098.1)

Symptoms

On : 20.4 version, Installation

When I launch Siebel Tools. the following error is encountered:

SBL-SEC-10018: Can't load sscddcli.dll(SBL-GEN-02500)

GenericLog GenericError 1 000000025ec61398:0 2020-05-21 12:23:28 (secmgr.cpp (2857) err=4597521 sys=0) SBL-SEC-10001: An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.

ObjMgrSessionLog Error 1 000000025ec61398:0 2020-05-21 12:23:28 (physmod.cpp (9823)) SBL-DAT-00565: An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.
