CRM Desktop Synchronization Session Fail With Error SBL-EAI-04403 And Create Duplicate Activities In Siebel Database (Doc ID 2679325.1)

Symptoms

After upgrade to Siebel CRMDesktop 3.10.3.5 with IP 2016 PS 19 it has been observed that there are some Appointment activities duplicated in Siebel Database for the same WEBDAV_UID column value in S_EVT_ACT that can not be viewed in the Siebel Application UI. The issue is very sporadic but cause some problem when trying to sync this appointment too:

The error observed in the CRM Desktop Control Panel is:

After that every time the CRMDesktop user executes a local sync, a new activity is created for the appointment but not all fields are updated which causes the activity not being visible in Siebel Application UI.
But if we query the database we can see duplicate records searching for records with same WEBDAV_UID column value.
