Symptoms
Execute Fullpublish using command like bellow:
C:\Siebel\Tools\BIN\siebdev.exe /u sadmin /p <password> /d "ServerDataSrc" /c "c:\Siebel\Tools\bin\enu\tools.cfg" /TL ENU,ESN /FullPublish
FullPublish Failed For Multilanguage (For this customer it was only 2 languages) with following errors, also all S_RR Tables were empty.
Following errors when updating S_SSA_ID table are verifeid in Siebel Tools logs (siebdevXXX.log files, there can be number of language + 1 siebdevXXX.log file generated)
