Siebel Test Automation : Jenkins Job Fails With Error REST GET Call Response Does Not Contain Valid RUN-ID (Doc ID 2702448.1)

Symptoms

When user try to build the siebel job from Jenkins , it error out with the following error 

INFO :: Making REST Call To Siebel Server To Fetch RUN-ID....
INFO :: REST GET URL :: https://xxxxxxxxx:9001/siebel/v1.0/service/Automation Rest Service/GetTestRunId?ClientName=master
INFO :: RUN-ID : is Picked.
ERROR:: REST GET Call response does not contain valid RUN-ID :: 
Build step 'Siebel Test Execution' marked build as failure
Finished: FAILURE
