Error While Inspecting Workspace - SBL-DAT-00144: Could Not Find 'Applet' Named 'XX'. This Object Is Inactive Or Nonexistent (Doc ID 2703780.1)

Symptoms

When attempting to inspect the workspace after making chnages in the Read Only property for a Control in an Applet, the following error occurs:

SBL-DAT-00144: Could not find 'Applet' named 'XX'. This Object is inactive or nonexistent.

Steps to reproduce:

1. Logged into Siebel Tools / Web Tools.
2. Created a Workspace.
3. Modified a Read Only Property for a control in an Applet.
4. Logged into Client.
5. Navigate to work-spaces > Click on Open on the my workspace > clicked Inspect
6. Navigate to the view where I have modified the object.

Following errors are found in the object manager log file:

ObjMgrLog Error 1 00000cc85f34112d:0 2020-08-12 12:35:55 (acrscengine.cpp (1726)) SBL-DAT-00825: Access to Resource Siebel Runtime Metadata Publisher Service of type BUS_SVC is denied
ObjMgrLog Error 1 00000cc85f34112d:0 2020-08-12 12:35:55 (model.cpp (4323)) SBL-DAT-00227: Unable to create the Business Service 'Siebel Runtime Metadata Publisher Service'
ObjMgrLog Error 1 00000cc85f34112d:0 2020-08-12 12:35:55 (acrscengine.cpp (1726)) SBL-DAT-00825: Access to Resource Siebel Runtime Metadata Publisher Service of type BUS_SVC is denied
