Siebel Web Tools Displays Blank Page after login due to Performance Issue

Symptoms
When trying to access Siebel web tools, it displays blank page after click on login. The below query is executed many times and Initial Fetch Time for SQL takes time of around 240 secs for each execution and hangs at last step
