SRBroker Fails to Start With SBL-SCM-00008 Error And Prevents Siebel Server from Coming Up (Doc ID 2716007.1)

Symptoms

When attempting to bring the Siebel Server up it fails due to SRBroker termination upon startup.

SRBroker log file contains the following contents:

If the Siebel Server start is later on retried it works. This happens as part of a whole Siebel Enterprise bounce execution.
