Upgrade To 20.8 Is Failing In DDLIMP Step with Error: ORA-03101: invalid input data for (Doc ID 2716364.1)

Symptoms

Upgrade (Incremental Repository Merge IRM) from 16.18 to 20.8 is failing in ddlimp step of upgrep process

Error in upgwiz.log:
Reading existing schema...
DDLIMP-ERR-0004: pfNativeError: 3101; szSQLState: 60; szErrorMsg: [1076673536][ODBC 20101 driver][20101]ORA-03101: invalid input data for
DDLIMP-ERR-0005: SQLTables: SQLTables
Unable to read table information.


The issue can be reproduced at will with the following steps:
1. Applied Siebel 20.8 patch on top of Siebel 16.18 environment
2. Invoked siebel database configuration wizard and ran upgrep from 16.18 to 20.8 and it fails in ddlimp step
