Symptoms
Siebel DEV 15.18 was initially installed with 3 Siebel servers. The environment was up and running without issues.
1 - A forth Siebel server was added to the enterprise to be used as a POC environment.
2 - Servers were started up, but an attempt to connect to server manager showed that 3 of 4 servers were being connected.
3 - The following list comp command output was displayed:
SBL-ADM-60070: Error reported on server server4 follows:
SBL-SSM-00003: Error opening SISNAPI connection.
SBL-NET-01218: The connection was refused by server server4 . No component is listening on port 49170.
