After Update/Upgrade to Siebel CRM 20.4 Or Later DISA Stop Working

After Update to Siebel CRM 20.4 Update or later the current DISA Extensibility custom plugin fails to work. It works fine with previous Siebel CRM 20.3 Update.
When the Siebel user tried to use the functionality using the custom plugin, it fails and disa.log show the error:
The issue can be reproduced at will with the following steps:
1. Login to Siebel CRM 20.9 Update just update from previous 20.3 Update
2. Navigate to the Siebel view where there is a custom DISA Extensibility plugin integration.
3. The integration using DISA Extensbility fails and disa.log show SEVERE error above.
The DISA version been used is DISA 2.17.8 which is working fine with Siebel CRM 20.3 Update.
