Symptoms
When attempting to deliver workspace,
the following error occurs.

SBL-GEN-00000: Unable to load message 0xffff
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. There are existing Business Service (BS), Integration Objects(IO's) related to Web Services Description Language (WSDL) in the repository.
2. New workspace is created, renamed the existing BS and IO's and inactivated.
3. Recreated the objects again by importing the WSDL in the same workspace.
4. Delivered the workspace.
