Symptoms

Unable to start Siebel server service

The following was found in the application container log localhost.<timestamp>.log located in the SES installation container logs, directory <SES_HOME>/applicationcontainer/logs

After reviewing above entry, sqlplus connection test from affected server shows failure also.
