Siebel Tools Got Crashed with CSSWSReposMergeEng::SetIRMBatchSize When Rebase an Integration Workspace (Doc ID 2732896.1)

Symptoms

When delivering some changes from an Integration Workspace to MAIN, message "No Trivial Merge found, Rebase needed" showed up. While rebase the Integration Workspace, Siebel Tools got closed automatically and crashed.

The issue can be reproduced at will with the following steps:
1. Issue is specific to custom repository
2. Log into Siebel Tools
3. Deliver an Integration Workspace to MAIN with customer dat file
4. Rebase the workspace
