Enterprise Deployment Fails On Newly Setup Environment (Doc ID 2735316.1)

Symptoms

When attempting to deploy Enterprise on a new environment that has IP2017 + 20.8 Monthly Update it fails.

In the config_<timestamp>.log located under ses/cfgtoollog/cfg contains the following information at the bottom of the log file:
