Siebel LDAP Authentication Fails With "SBL-SEC-10006 The authentication system cannot find the user with the specified username" Error Post LDAPSecAdpt Setup

Symptoms
After setting up LDAP Security Adapter (LDAPSecAdpt) with LDAP/AD parameters to connect to the LDAP or AD server, the Siebel LDAP application does not come up and following errors show in the Application UI:
In the LDAP Object Manager log under $SIEBEL_ROOT/siebsrvr/log (Windows) or $SIEBEL_ROOT/siebsrvr/enterprise/enterprisename/siebsrvrname/log directory, ObjMgr*.log shows below errors:
Login failed for Login name : XXXX
The issue can be reproduced with the following steps:
1. Setup Siebel environment with LDAP authentication by setting up LDAPSecAdpt profile to connect to LDAP/AD server
2. Setup any LDAP user as the anonymous user name.
3. Check to see if the LDAP authentication is successful.
