Unable to Create Integration Workspace Using Siebel Tools with SBL-DAT-60325 Error

Symptoms
After cloning a new development environment, unable to create integration workspace using Siebel Tools.
The issue could be reproduced using the following steps:
1. Launch Siebel Tools
2. Login as a user not having administrative privileges.
3. Attempt to create an Integration Workspace under MAIN.
4. The process fails with the following error:
Workspace cannot be created because there was error in seedcopy, Please refer to logs created in your BIN folder.(SBL-DAT-60325)
No new siebdev.log file created or updated in either <Siebel Tools>\log or <Siebel Tools>\bin directories.
