Can Not Make Any Change In Siebel Tools For JPN-Only Environment (Doc ID 2739361.1)

Siebel JPN environment was created as below:

(1) Install 17.0

(2) Apply 20.6

(3) Run IRM (upgrading from 8.1.1.14 to 20.6)

But when trying to create a workspace in Siebel Tools, the following error is displayed and fails to create the workspace:

The selected record has been modified by another user since it was retrieved. Please continue.(SBL-DAT-00523)
