ORA-12899: value too large for column S_CT_ACTION.NAME Error During Test Environment Upgrade Process

Symptoms
While running the test upgrade process noticed following error in the log that did not stop the process:
The issue can be reproduced at will with the following steps:
1. When executing following step in upgrade
C:\Siebel\ses\siebsrvr\bin\repimexp.exe /a P /g ALL /u SADMIN /p ***** /c ODBC /D SIEBEL /M y /R "New Customer Repository" /F C:\Siebel\ses\dbsrvr/oracle/custrep.dat /l C:\Siebel\ses\siebsrvr\log\upgrep_prod_160\output/repp.log Run Upgrade
2. Get error above in logs and count of records from source and target differs
Changes
upgrade from IP16 to 20.8.
Then, applied 20.11 update and ran PostInstallDBSetup which executed repositoryupgrade for 20.9, 20.10 and 20.11
Behavior is not seen if PostInstallDBSetup is also executed for 20.8, for example if upgrade to 20.7 or bellow and apply 20.8 Update or later, as it will execute PostInstallDBSetup for 20.8 as well.
Or if upgrade directly to 20.9 and above.
