Importing data from CSV file using "Read CSV File" Business Service fails when the CSV file contains Em-Dash character as one of the Field Value.

The behavior can be reproduced as follows:

1.  Create a CSV file with data that includes the Em-Dash character as one of the Field Value.

2.  Configure a workflow process that calls the "Read CSV File" business service and "CsvToPropSet" method to read a csv file.

3.  Import the csv file using the custom workflow process.

4.  The workflow process fails with an error:
