Symptoms

When attempting to apply 20.9 patch over 20.8 the following error occurs.

We detected an Error which may have occurred for one or more of the following reasons:
Definition for table 'T_DATASET' does not exist.(SBL-DAT-00509)

The issue can be reproduced at will with the following steps:
1. Try to apply 20.9 Patch set on 20.8
2. Observe the error
