Some Siebel CTI Users Are Not Able To See The CTI Toolbar, User Just See Message "Communication: User has maximum Communication toolbar sessions." (Doc ID 2752174.1)

When attempting to login a Siebel CTI user it fails to get the Siebel CTI Toolbar.

The Communications Panel do NOT show any Sieebl CTI Toolbar but only message:

This is happening consistently for just some Siebel CTI users, not all CTI users.

Even AFTER the user have Reset Active Session Count, from CTRL+F8 or Application Tools menu > Communications > Reset Active Session Count and logout and login back in the Siebel user is not able t see the Siebel CTI Toolbar.

The issue can be reproduced at will with the following steps:
1. Open SIebel Application
2. Login with a Siebel CTI user account having issues
3. The Siebel Application show up.
4. Open the Communications Panel
5. The Siebel CTI Toolbar do not show up.
6. User only see message: "Communication: User has maximum Communication toolbar sessions."

User tried to Reset Active Session Count in the past CTRL+F8 but it did not help.
