Symptoms

While running IRM upgrade from 16.19 to 20.9 it is failing with below errors:

File name: imprep_ns.log

2021-02-14 19:42:31 23000: [tp][ODBC Oracle driver][Oracle]ORA-00001: unique constraint (SIEBEL.S_CT_ACTION_SET_U1) violated

2021-02-14 19:42:31 Error inserting row 1 into table S_CT_ACTION_SET
2021-02-14 19:42:31 REPIMEXP-ERR-1124: Unable to import table "S_CT_ACTION_SET" (UTLOdbcExecute insert).

2021-02-14 19:42:31 Repository import process fails in table S_CT_ACTION_SET




STEPS

The issue can be reproduced at will with the following steps:
1. Performed migration installation from Siebel CRM 16.19 to 20.9
2. Initiated IRM database upgrade from 16.19 to 20.9
