Symptoms
When attempting to launch the Siebel Application in Debug mode from script debugger,
the following error occurs.
ERROR

"Fail to connect to Script Debug Server, Please check your environment."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel Web tools.
2. Open Script debugger by clicking on Bug icon on the top right hand corner of the Web tools application.
3. Click on the Play button to launch the Siebel Application, example Call center Application, in debug mode.
