Symptoms

Missing mstrep.dat error during upgrep (IRM -Incremental Repository Merge) from Siebel 15.18 to Siebel 21.2 in DEV environment


ERROR in Imprep_ns.log

REPIMEXP-ERR-1121: Unable to open import file /opt/siebel/dbsrvr/common/mstrep.dat (fopen).
Error opening file: /opt/siebel/dbsrvr/common/mstrep.dat.
Unable to start common api.
Error in initiate function..


The issue can be reproduced at will with the following steps:
1. Ran IRM from siebel 15.18 to 21.2 in DEV environment, the upgrep failed in step "Importing new siebel repository"

Changes

 Applied 21.x Siebel patch on top of 15.x and ran IRM
