WfProcMgr Tasks Hanging On Status "Logging In To Object Manager" After Server Startup When Several Jobs Are QUEUED Before Server Starts (Doc ID 2763067.1)

Symptoms

WfProcMgr Tasks stuck in "Logging in to Object Manager" status only if BEFORE the Siebel Server startup there is a large number of Jobs in Queued status for the WfProcMgr.

This is been observed on Development environment and the current configuration for WfProcMgr is the standard one MaxTasks = 20. MinMTServer and MinMTserver is set to 1.
