Customer migrated their DB from Oracle 12.2 (12c) to Oracle 19.10 (19c). They then set the OPTIMIZER_FEATURES_ENABLE parameter to equal 19.10.

The following error occured when they started up the Oracle 19c database.

ORA-00096 INVALID VALUE 19.10.0 parameter OPTIMIZER_FEATURES_ENABLE
