When patching Siebel to 21.2+ and if the modules are installed separately, the following occurs:

1. Under the webapps folder from the SES Tomcat, the file gateway.properties is generated and filled in with the template contents:

2. The "siebel" context under the SES Tomcat does not start, therefore the SES is not started.

Customer updated the environment from 21.1 to 21.2.
