After Install Debugger Service, It Is Not Starting Due To "error code 1" Error

Information in this document applies to any platform.
After successfully execute InstallDbgService.bat from SIEBEL_SERVER_ROOT_DIR such as C:\siebel\ses\siebsrvr\bin the DbgService show up in Windows Services as expected.
Now the administrator click on Start Service button on Services window and the follow pop message show up:
After that the DbgService does not goes to Status = Running and the Siebel Debugger Service fails on Windows.
The issue can be reproduced at will with the following steps:
- Install the new Debugger Service executing SIEBEL_SERVER_ROOT_DIR\bin\InstallDbgService.bat
- A new DbgService can be found on Windows Services window.
- Select DbgService and click on Start Service green arrow on Services window
- The pop up message show up and the DbgService does not enter on Running Status.
