Multilanguage WebTools Having Issues with Old Applets Coming from Non-ENU Tools

Symptoms
Inconsistent Behavior between WebTools Template Editor, and UI, after upgrade to 20.X.
Controls should keep their location.
The issue can be reproduced at will with the following steps:
1. Open WebTools
2. Go to the corresponding Applet ( the Applet should be an applet created for example in Tools DEU, in the pre-upgrade version ) and edit the Template
3. Add a Control
4. Inspect the change at the UI level: Controls looks ok in WebTools, but at UI level it shows in a different location
