Siebel Full Migration For Import To Target Environment Using Siebel Migration Application (SMA) Fails At DbCheck Step With "dict-ERR-1109: Unable to read value from export file" Error (Doc ID 2774922.1)

Symptoms

When attempting to run import only migration on the target environment, the migration fails at dbcheck step and the following error occurs in dbcheck.log under the MigrationID logs.

2021-05-04 17:45:30 Message: GEN-13,
 Additional Message: dict-ERR-1109: Unable to read value from export file (Data length (32) > Column definition (3)).
2021-05-04 17:45:30 Message: GEN-13,
 Additional Message: dict-ERR-1107: Unable to read row 0 from export file (UTLDataValRead pBuf, col 4 ).
...
2021-05-04 17:45:30 Message: GEN-10,
 Additional Message: Calling Function: DICLoadDict; Called Function: DICLoadDObjectInfo
2021-05-04 17:45:31 ERROR: Failure in DICLoadDict. Unable to load dictionary!

STEPS

The issue can be reproduced at will with the following steps:
1. Setup migration plan with target UAT environment
2. Perform an Import only migration
3. Check to see if the execution is successful without errors
