Siebel Remote - Transaction Merger (TxnMerge) Error SBL-MRG-00151 After Copying Remote Users' Local Databases to New Laptops (Doc ID 2776032.1)

On a Production Siebel Remote environment, the tasks for component Transaction Merger (TxnMerge) are failing.
Those seem to point to some duplicated transactions (txns) coming from a Remote user.

Performing a DbXtract of that Mobile Client was attempted, but that fails as well - due to pending DX files in Inbox.
To avoid further impact on the component, the Inbox folder for that Mobile Client in the Docking folder was temporarily renamed.

SBL-MRG-00151: Unable to insert a row because a row with the same ROW_ID already exists in the database (case 1.2).
SBL-TXM-00005: Error in the main function. Please refer to the detailed log message elsewhere in this file.

The issue can be reproduced in that environment with the following steps:
1. Monitor TxnMerge component status and INBOX / OUTBOX files for Remote users;
2. Observe the errors when the data received contained such txns from Remote Clients that had laptops replaced recently.
3. Rename affected user's INBOX and see that TxnMerge now is no longer failing.


New laptops were setup and provided for some of the Mobile Client users that were seeing these problems.
