Symptoms
When applying Siebel 21.4 patch update on 20.6 release, The Database Parameters screen does not appear
STEPS

The issue can be reproduced at will with the following steps:
1. Setup Siebel environment with 20.6
2. Install 21.4 PS on top of 20.6
3. In wizard there is no option for database parameters . 21.4 PS installation should ask for Database Parameters option in install wizard which will be used for PostDBInstall step. Here you specify input for the PostInstallDBSetup utility, which runs after you perform an update installation from any prior release of Siebel CRM version 17.x or later.
Changes
The option for running PostInstallDBSetup should appear as suggested in 21.4 Install Guide. Please refer below:
