UPGPHYS Failing When Upgrading Siebel CRM From 8.1.1.5 To 21.2 with "No published languages found" and Siebdev process crashed during FullPublish step with stack " CSSISenseInterface::SetLanguageType" (Doc ID 2777327.1)

Symptoms

On : 21.2 version, Upgrade

When attempting to perform UPGPHYS process as part from Development upgrade
the following error occurs.

ERROR in export.log

No published languages found.
Error reading latest WS version from dev DB
Error in Preparing Where Clause for Incremental D2P
Error in doExport ().
Error in Main function...
Elapsed time: 1 sec.

STEPS

The issue can be reproduced at will with the following steps:
1. Started UPGREP from 8.1.1.5 to 21.2
2. IRM - "New Customer Repository" 
3. Conflict Resolution marked 
5. Fullpublish - "New Customer Repository"
6. UPGPHYS triggered and failing with error



Changes

 Installed Siebel CRM 21.2 and performing an upgrade from 8.1.1.5 to 21.2
