PostInstallDBSetup May Fail With ORA-01408 When Siebel Update 21.2 Or Later Is Applied. (Doc ID 2778353.1)

Symptoms

Siebel Update 21.4 is applied on top of 19.8. As part of the installation, PostInstallDBSetup started then it failed as below.

As a result, PostInstallDBSetup did not finish successfully.


The issue can be reproduced at will with the following steps at the customer site:
1. Siebel update 21.2 (or later) for SES is applied on top of 19.8 (or any version prior to 21.2).
2. PostInstallDBSetup utility starts then fail.

**It is not reproducible using out of box Siebel environment.
