Incorrect Shortcuts Appearing On The Menus

Symptoms
The shortcuts shown on the various menus (application, applet, etc.) have the wrong shortcuts.
For example, on the applet menu, the shortcut is listed as "Ctrl-N", but that is not correct--"Ctrl-N" brings up a new browser window/tab (depending on browser and settings).
The correct shortcut is Ctrl-Alt-N.
This applies to many shortcuts listed on many menus.
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to Siebel Application or Siebel Webtools
2. Go to any Applet, click on the applet menu, note the shortcut is listed as "Ctrl-N"
The correct shortcut is Ctrl-Alt-N.
