After Deleting A LOV Record, It Is Still There After Re-Query

Symptoms
On Siebel 8.1.1.15, when deleting a LOV record, it is physically deleted from database and it is not visible in UI.
Now upgraded to Siebel 20.11, the same operation can delete the LOV record, but it remains in database and becomes visible again after re-query.
