After Deleting A LOV Record, It Is Still There After Re-Query

Information in this document applies to any platform.
On Siebel 220.127.116.11, when deleting a LOV record, it is physically deleted from database and it is not visible in UI.
Now upgraded to Siebel 20.11, the same operation can delete the LOV record, but it remains in database and becomes visible again after re-query.
Upgraded from Siebel 18.104.22.168 to 20.11.
