"SBL-DAT-00170 DLL Could Not Be Loaded" Error Message Occuring Intermittently in Different dlls When Loading Data In Workflows (Doc ID 2785445.1)

Symptoms

When attempting to perform load process with workflows, the behavior is inconsistent and the flow fails on different workflow steps and random DLL errors as seen in the Workflow Process Manager logs (WfProcMgr_*.log) below

The DLL 'sscaeibe.dll' could not be loaded.(SBL-DAT-00170)

The issue can be reproduced at will with the following steps:

1. Perform DB migration to multi-tenant DB
2. Check if the workflows are loading properly
3. Load a workflow process and check to see if it is working consistently
