Symptoms


When attempting to access Siebel fins/enu 20.6 application on OCI getting "server busy error"


The issue can be reproduced at will with the following steps:
1. New Siebel 20.6 Binaries  installation on Oracle Cloud (OCI)
2. Configured servers pointing to existing siebel 20.6 DB on OCI
3. Access the fins application getting server busy error.
